Samar’s Talalora Town Now NPA-Free

CATBALOGAN CITY – The municipality of Talalora in Samar declared a state of Stable Internal Peace and Security Condition (SIPSC) on June 21, 2024.

The declaration ceremony was led by Mayor Rosabel O. Costelo, Chairperson of the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) of Talalora. Joining her were key local government officials, including Municipal Local Government Officer Miss Edna C. Lumbre, who represented the Department of Interior and Local Government (DILG).

Talalora achieved a dormant or inactive insurgency status in 2019, with no reported activities by the New People’s Army (NPA) since then.

Senior military and police officials also attended the event, including Brigadier General Noel A. Vestuir, Brigade Commander of the 802nd Infantry (Peerless) Brigade, Lieutenant Colonel Eduardo I. Meclat Jr., Commanding Officer of the 63rd Infantry (Innovator) Battalion, and Police Lieutenant Colonel Alex C. Dang-aoen, Force Commander of the 2nd Samar Police Mobile Company.

A highlight of the event was the signing of the Memorandum of Understanding (MOU) and Pledge of Commitment, followed by the symbolic release of white doves representing peace and new beginnings.

Mayor Costelo expressed gratitude to all stakeholders who contributed to achieving SIPSC in Talalora, emphasizing that this milestone paves the way for further progress and improved quality of life for residents. The Philippine Army, Philippine National Police, and the DILG reaffirmed their commitment to maintaining stable peace and security in the municipality.

Brigadier General Vestuir commended the local government and other stakeholders for their unwavering support and dedication to creating a safe environment. “The declaration of SIPSC in Talalora signifies a victory over the deceptive ideologies of the NPA and reflects the Samareños’ dedication to peace and security. This marks a major advancement in our efforts to protect our communities,” Vestuir said.

Vestuir emphasized the importance of cooperation among local government entities and communities in achieving SIPSC.

“The SIPSC declaration is a testament to the collective efforts and commitment to peace, unity, and progress. It underscores the significance of embracing peace and working together for reconciliation and sustained development in Talalora,” Vestuir concluded.
